INTRODUCTION

NIPUN Tripura is the need of the hour.

The National Education Policy 2020 envisioned children with strong Foundational Literacy and Numeracy (FLN) skills and advocated for appropriate reforms at multiple levels to achieve the same. Following that, the MHRD on 5th July released the NIPUN Bharat guidelines that would help the states achieve this vision in a ‘mission mode’. These guidelines look at Foundational Literacy as a 4-year continuum, with one year of Balvatika (pre-school) along with Grade 1-3. It details out with focus the competency-based pedagogy, teacher training and capacity building of the mid-level govt officials, essential goals and outcomes, and involvement of community / parents in the learning process

State initiative for the proficiency in Reading with Understanding and Numeracy (NIPUN Tripura), A State Mission on Foundational Literacy and Numeracy.

  • FLN refers to a child’s ability to read with meaning and solve basic maths problems by Class 3. These are crucial basic skills that help them succeed in life.
  • The National Education Policy 2020 accords the highest priority to FLN.
  • NIPUN Tripura, a State Mission on FLN launched by the Hon’ble CM Dr. Manik Saha, aims to ensure every child has these basic skills by Class 3 by 2026-27.

OBJECTIVES

The State’s Ministry of Education will lead the implementation of National Initiative for proficiency in Reading and Understanding Numeracy (NIPUN Tripura), the State’s Mission on Foundational Literacy and Numeracy (FLN)

In line with what #NEP2020 recommends, the mission will

  • Help children read with comprehension
  • Help children understand number, measurement and shapes
  • Use play and activity based pedagogy
  • Teach in children’s home language
  • Provide high-quality teaching-learning materials to engage children
  • Build capacities of teachers, Academic Resource persons, education administrators
  • Track children’s learning levels consistently
  • Conduct meaningful assessments using polls, quizzes, games etc.

MISSION

NIPUN Bharat Mission or National Initiative for Proficiency in Reading with Understanding and Numeracy is launched by the Education Ministry of India under National Education Policy 2020. This scheme ensures that every child in India gains foundational numeracy and literacy by the end of Grade 3.

VISION

The vision of NIPUN Bharat Mission is to create an enabling environment to ensure universal acquisition of foundational literacy and numeracy, so that every child achieves the desired learning competencies in reading, writing and numeracy by the end of Grade 3, by 2026-27.

FEATURES

  • The targets or goals of this scheme are similar to Target for Literacy Foundation and Numeracy or Lakshya Soochi.
  • It plans to achieve the anticipated learning outcome by the end of class three. This scheme has shifted Lakshyas from Balvatika to class three to generate awareness on this target among parents, volunteers, community, etc.
  • Lakshyas are established on the guidelines of international research and ORF studies. The NCERT also plans the curriculum.
  • It follows a five-tier implementation mechanism set at the National- State- District- Block- School level in all States and UTs.
  • NIPUN scheme offers a special package for FLN under NISHTHA. Under this plan, the pre-primary to primary grade teachers will undergo training.
